The real quirk here is that the browser requires a link to a DTD that it never actually looks at -- it just needs to know that the DTD is the same as the one it holds internally. The DTD is never downloaded by the browser for document validation.

There is a limited degree of control offered by the query "&OutputFormat=xhtml10", but the output isn't strictly XHTML 1.0 compliant.
